The leglock-guard pass connection is a symbiotic relationship. With proper training and drilling, your success at one will lead to success in the other. For example, I love the ankle-lock, but have recently forced myself to avoid falling back for my go-to sub and instead concentrate on the guard pass. And, when I roll, my training partners have to be aware of their feet and that cautiousness oftentimes opens up a fairly easy pass and vise versa (i.e., that, or I get the ankle lock).
